Shafaq News reported that Iranian Foreign Minister Abbas Araghchi said Tehran sent Washington a seven-day proposal through Qatar and awaited a response. Media reports said it sought to halt hostilities and reopen the Strait of Hormuz within seven days. CENTCOM separately said US forces had redirected 122 commercial vessels as of September 25. Shafaq News reported that the Israeli military and Shin Bet said they killed 16 people identified as key members of a Hamas financial network that transferred more than $1 billion through money changers in Gaza and elsewhere.
